The eight Qualities which allow Bhikkhu to give Ovada to Bhikkhuni
- The bhikkhu is full of sila, meaning he is able to recite and practice the 227 Patimokkhasanvarasilas. He is complete with Acara and gocara and recognizes the consequences of misconduct (asddhamma). He also keeps or Samadana and study or Shikkhadhamma Silas. Finally, he was pabbajja or Upasampada with the “UkasaVandami Bhante.......” quote.
- The Bhikkhu is a Bahusuttata (similar to Maha Ananda Arahant Thera) where Sutta refers to a person who has tremendously accumulated Dhamma knowledge through listening, memorizing and reciting every single element.
- The Bhikkhu is able to memorize the 227 and 311 silas and recite both Patimokkha, from pure memory. He also can quickly diagnose the scripts whether they are suttas or abhidhamma (Anubayanjana), meaning heexpertises in Vinaya, Suttas and Abhidhamma. For example, he should know that Kesa (hair) is composed 44 Rupas.
- The Bhikkhu speak diplomatically (Bodhana Vacivinnatti) and in line with Buddhavacana 84,000 Dhammakhadas. He is able to point out to Bhikkhuni the consequences of misconduct and the benefits of following Buddhavacana.
- The Bhikkhu is full of Dhammikatha, meaning he is able to point out and clarify Dhamma desana to Bhikkhuni.
- The Bhikkhu gives Dhamma desana to Bhikkhuni (without any micchaditthikohoti) and is able to clearly answer questions asked by Bhikkhuni, based on the 84,000 Dhammakhadas.
- The Bhikkhu has never severely committed or Apatti the 13 Sanghadisesa violations even to Bhikkhuni.
- The Bhikkhu must have ordained for at least 20 vassas and must possesses all of the eight qualities to be able to desana Bhikkhuni.
